The journey back home to Dublin after the city council's failure to agree to the return of rail links has been one of the most controversial in the city's history.

In a bid to increase rail travel outside city centre, rail link changes have been voted by Dubliners in the 2014 byelection of Sinn Féin TD Joan Burton as one of the measures considered. The plans have received support from union members, business representatives and members of the public.

The return of rail links between Dublin and Dublin city centre, through Dingle Road and O'Connell Street, are part of a package that includes measures to improve traffic flow for car-dependent commuters and improvements to bus service through Clonskeagh.

Failing to agree with the return of rail links by a wide margin at city hall's 2015 council conference, the planning committee recommended an alternate route to take in and out of town via the city centre.

With no council approval for the route in August, rail links to O'Connell Street have been abandoned and all other train routes planned to the city centre have been abandoned.

City leaders in Dublin announced after the meeting that the return of rail links would be part of a larger package of measures to improve the city centre, such as road widening and infrastructure improvements.

Ahead of today's public council meeting, the rail link between Dublin city centre and Dingle Road to be the first rail link between the two will start to be built in the new year, along with the improvements to the bridge over the Carlingford, Clonskeagh and North Circular roads.

The council on Wednesday also unanimously approved plans by the City of Dublin for a new rail crossing along North Circular Road at Ballybehan Avenue and for a bridge over the Clonskeagh River at Clonskeagh Street. The council also voted for a new crosswalk at Clonskeagh Street and for the construction of a new tram terminus at Clonskeagh, a project that is yet to go through the planning system.

Cllr Brian Durkan said in a statement after today's meeting that his priority was to increase rail travel around the city.

"I've already been working with the rail commission to discuss improvements along the route - particularly the improvements to bus traffic around Clonskeagh. The transport authority has committed to a three-year pilot scheme to trial different approaches, including using rail links to allow greater access by foot to Clonskeagh Station, Clonskeagh Road and Clonskeagh Square. I will now consider whether to invest further to make it easier and quicker for people to travel along the corridor," Mr Du

The UN Commission of Inquiry on the Law of the Sea (ILCAS) – based in Geneva – has conducted its most comprehensive probe of the alleged war crimes and crimes against humanity committed by the Japanese Government during the Second World War. The results of the report were released last Friday (9 January 2017) and are being eagerly awaited by the global community. The ILCAS report is available in Russian.

The report provides new and detailed information on incidents of military, intelligence and judicial involvement in the conduct of the Second World War and the atrocities that occurred. There are further, previously unavailable documents revealing the actions of various officials in the Japanese government and by various groups.

The ILCAS concluded that the war crimes and crimes against humanity occurred "in many cases of total failure by the Japanese Government to carry out its responsibility in the conduct of the war." It "underlined the serious deficiencies in Japan's own conduct of the war" and cited various sources in which the situation was "far from calm." The ILCAS also considered "the lack of an effective international response to the allegations" of wartime atrocities, including by the Japanese Government itself.

The report is based on testimony and the written allegations by former Japanese officers, members of the Japanese Foreign Ministry, and former staff of various Japanese ministries, including, in particular, the Imperial Japanese Navy.

Among the most interesting findings is the extent of Japanese government involvement in the alleged wartime crimes.
